What the report (at http://www.itepnet.org/MD_Millionaires.pdf) says is that while we can't really know what happened by looking at the data, it's every bit as plausible that the missing MD millionaires simply stopped being millionaires b/c capital gains tanked in 2008. A washington post editorial over the weekend discusses this further: http://www.washingtonpost.com/wp-dyn/content/article/2009/06/12/AR2009061203775.html . So it's definitely worth taking a step back before breathlessly asserting that increasing the MD income tax caused millionaires to flee.
